RAOUL KOUAMOU

Founder & Managing Partner

Raoul is currently the Chief Executive of Reviera Enterprises (REI), which is a leading provider of water infrastructure services, specializing in condition assessment, inspection, and routine maintenance. He joined REI following the retirement of the former owner, and leads the business in its current growth phase.

As an entrepreneur, he is focused on building and growing businesses for long-term success, leveraging his experience across investment banking, strategy, and investing in the in industial services.

Before founding Hilltop Infrastructure, Raoul worked at BNP Paribas and Deutsche Bank in New York, advising on mergers and acquisitions in the industrial and consumer sectors.

He holds an MBA from the University of Virginia Darden School of Business and degrees in Finance and Economics from Johns Hopkins University and the University of Maryland, Baltimore County.

PERCY PALOMAR

Operating Partner

Percy specializes in building and improving businesses through strong teams, operational excellence, and continuous improvement. Following Hilltop Infrastructure's acquisition of REI, he stepped in as Chief Operating Officer.

Prior to his current role at Hilltop Infrastructure, Percy managed operations for a water and sewer infrastructure services company in California. Earlier in his career, he was part of Danaher’s General Management Development Program and served as a U.S. Navy Civil Engineer Corps Officer, overseeing public works and infrastructure operations.

Percy holds an MBA from the University of Virginia Darden School of Business and a degree in Industrial Engineering from the University of Southern California. He also holds a California General Engineering Contractor License and an Engineer-in-Training (EIT) certification.
