Raoul Kouamou founded Hilltop Infrastructure Group to build the defining company in essential infrastructure services — acquiring and permanently owning businesses that keep communities running.

He is the Chief Executive of Reviera Enterprises (REI), a water and wastewater infrastructure services company serving municipalities and utilities across the Mid-Atlantic - including WSSC and Baltimore DPW - since 1985. He leads its day-to-day operations and is an active participant in the industry associations that shape this sector.

Before founding HIG, Raoul advised on M&A transactions at BNP Paribas and Deutsche Bank in New York, and held roles in strategy, corporate development, and investing across North America, Europe, and emerging markets.
